      The Prosecutor's Office of the Sverdlovsk Region identified violations by the regional Ministry of Energy and Housing and Communal Services in posting information about major repairs of apartment buildings in the State Information System for Housing and Communal Services (GIS HCS).

      As the inspection showed, information on major repairs for 266 buildings was not publicly available, including the timing of the repairs and the scope of work.       Following the inspection, in November 2025 an administrative case was opened against the Deputy Minister of Energy and Housing and Communal Services of the Sverdlovsk Region, Aleksey Rubtsov, under Article 13.19.1 of the Code of Administrative Offences of the Russian Federation. The justice of the peace for judicial precinct No. 4 of the Verkh‑Isetsky District found the official guilty and imposed a warning as punishment.
