      Russians can demand the initiation of a criminal case and compensation because of uncleared snow in courtyards if people or property were harmed as a result. This was reported by Alexander Khaminsky, head of the Center for Law and Order in Moscow and the Moscow Region.

      According to him, one can apply either to management companies or to the police — depending on the consequences of improper cleaning of the territory.

      "If, due to the improper provision of territory-cleaning services, residents suffer damage (a car damaged by snow, an injury from slipping on icy asphalt, or something else), citizens can receive compensation for property damage from the management company," Khaminsky told RIA Novosti.

      According to him, if life and health are harmed, one should go to the police with a demand to initiate a criminal case for providing services that do not meet safety requirements.
