      The Commissioner for Human Rights in the Sverdlovsk Region, Tatyana Merzlyakova, stated that there had previously been reports of violations in the activities of transport enterprises that could affect the safety level of passenger transportation.       — In 2022, we collected a large amount of material regarding a potential disaster in transportation. Unfortunately, it turned out to be seriously unutilized.       The ombudsman also had questions regarding compliance with tax legislation: data on the number of insured employees obtained from the Pension Fund significantly diverged from the number of workers that should be in transport enterprises according to established standards. Merzlyakova noted that informal employment leads to violations of the rights of the workers themselves. As an example, she cited the story of a conductor who worked illegally and was held accountable for violating migration regulations. According to her, the working day lasted more than 12 hours without breaks, and the bus driver was also behind the wheel for almost the entire day—from early morning until late evening.

      After the tragic traffic accident involving bus No. 81 in Yekaterinburg, the ombudsman called for a thorough investigation of the circumstances of the accident.
