Experts explained the meaning of the new rules for migrants' stay in Russia.

Starting from January 1, 2027, new requirements for labor migrants will come into force in Russia. Experts interviewed by the portal 360.ru explained the practical significance of the innovations and how they could change the situation with migration.

According to amendments to the law "On the Legal Status of Foreign Citizens," which were signed by President Vladimir Putin in July, labor migrants will have to provide for not only themselves but also for their minor children, reports the EAN agency. The total family income must exceed the subsistence minimum established in the region of residence.

The right of foreigners to work in Russia will depend on their income level and tax payments. When applying for a patent, they will have to pay personal income tax in advance not only for themselves but also for each minor child.

Failure to comply with the new requirements will result in the revocation of the patent or work permit, after which the foreign citizen and their family must leave Russia within 15 days. The Ministry of Internal Affairs will monitor compliance.

Lawyer and lecturer at the Financial University under the Government of Russia Natalia Kubasova believes that the changes are primarily aimed at legalizing the income of foreign workers and reducing the "gray" labor market. Strengthening control will be a serious deterrent to informal employment, the expert believes.

"If a person receives cash from private individuals and does not reflect it in their tax reporting, it will be difficult to confirm such income at a level sufficient to meet the legal requirements," Kubasova's words are quoted by 360.ru.

In addition, the new requirements may reduce the number of families of labor migrants coming to Russia. From a financial point of view, it will be more profitable for them to come alone for work and send part of their income home, believes financial market expert Andrey Barkhota.

"This does not mean that there will be fewer labor migrants. But they will lose the incentives to bring their families to Russia," Barkhota noted. This will reduce the burden on schools, kindergartens, and medical institutions.
