The traffic police department of the State Traffic Safety Inspectorate explained why violators are increasingly arguing with them.
As the number of traffic violation detection complexes increases, the Center for Automatic Recording of Administrative Violations (CAFR) of the State Traffic Inspectorate of Russia in the Sverdlovsk region is facing challenges, receiving many inquiries from citizens. This was stated at a press conference in Yekaterinburg by Acting Deputy Head of CAFR Sergey Kobyakov.
First of all, these inquiries are related to the use of seat belts. "Due to the fact that we have increased the number of complexes detecting these violations, the flow of inquiries has also grown," explained Sergey Kobyakov.
"Primarily, the inquiries are related to the fact that drivers often use seat belts improperly. For example, the belt does not go over the shoulder and chest as required by the technical regulations of the Customs Union, but rather below the shoulder, around the elbow, or even under the arm or behind the back. When the belt is positioned this way, there are no grounds to consider that the requirements of paragraph 2.1.2 of the Traffic Rules have been met. When the belt is loose, it is not considered that the driver or passenger is buckled up.
We explain to citizens why this violation was recorded. This work is aimed at teaching drivers and passengers to buckle up as required by the Traffic Rules. This is directly related to road safety. Because when the belt is positioned incorrectly, the severity of the consequences of a traffic accident increases," says the CAFR representative.
Another topic of inquiries from drivers who receive fines is why there is no photographic evidence of the violation in the letter. This is related to compliance with personal data protection legislation, explains Sergey Kobyakov.
"The camera takes several pictures, which may capture the driver's face. This information is only available on the state services portal and only to the owners of the vehicle. If you are not one of them, the system does not grant access to the photographic material. You only receive a notification," says the CAFR representative.
He added that copies of the fine rulings are sent to drivers in paper form. To receive them electronically, one needs to visit the state services portal and in the section for auto fines, enable online delivery of letters. Then the rulings will be sent to the personal account. There, one can also review the photographic materials.
The goal is to ensure the inevitability of punishment for the violator, so the number of automatic traffic violation detection complexes in the Sverdlovsk region will only increase, promised Sergey Kobyakov.
