The Sverdlovsk Regional Court refused to terminate the criminal case regarding fraud at the Ural Federal University named after B.N. Yeltsin, reports 66.RU. According to the version of the law enforcement agencies, university officials received a government subsidy for scientific development in the interests of "Rosatom" and illegally withdrew funds, 66.RU reports. UrFU is considered the injured party. However, the university itself claims that no crime took place and is requesting the termination of the criminal case. The prosecution insists on continuing the investigation. They believe that the scientists legalized the illegally obtained income with the help of fictitious documentation. According to the materials of the criminal case that came into the possession of 66.RU, back in 2014, UrFU signed an agreement with the Ministry of Education and Science of the Russian Federation for research and development work (R&D) on the development of technology for obtaining scandium oxide from technological solutions during uranium extraction. A government subsidy was allocated for these purposes.
To execute part of the R&D, UrFU signed four contracts with the companies "NTC Element" and "NTC Energy." The investigation believes that after receiving the subsidy, "unidentified employees of UrFU" and subcontractors illegally withdrew and divided 190 million rubles among themselves. There are currently no defendants in the criminal case.
According to the investigation, the owner of the companies, someone named Guskov, instructed an acquaintance to create two organizations that had no employees. Allegedly, a witness named Zinkina testified against him. According to a source from 66.RU, Guskov is currently in France, and Zinkina was his girlfriend and may have framed her former boss for personal reasons. According to sources from 66.RU, the R&D was conducted and successfully completed, and the technology was implemented at an enterprise that is part of the "Rosatom" structure. Representatives of UrFU insist on terminating the criminal case. The absence of claims regarding the execution of the work was also confirmed by the Ministry of Education of the Russian Federation.
