      To execute part of the R&D, UrFU signed four contracts with the companies "NTC Element" and "NTC Energy." The investigation believes that after receiving the subsidy, "unidentified employees of UrFU" and subcontractors illegally withdrew and divided 190 million rubles among themselves. There are currently no defendants in the criminal case.

      According to the investigation, the owner of the companies, someone named Guskov, instructed an acquaintance to create two organizations that had no employees. Allegedly, a witness named Zinkina testified against him.
